The main responsibilities of Jiuquan Human Resources and Social Security Bureau

(a) the implementation of national and provincial laws, regulations and policies on human resources and social security; To formulate the basic principles and specific policies of the city's human resources and social security work; Prepare the city's human resources and social security development plan and annual plan, and organize the implementation, supervision and inspection.

(two) responsible for promoting employment in the city. Formulate employment development plans and policies for coordinating urban and rural areas, improve the public employment service system, and implement the employment assistance system; Coordinate the establishment of a vocational training system for urban and rural workers, implement the national vocational qualification certificate system, and comprehensively manage and guide the city's vocational skills training and appraisal work; Responsible for labor export, rural labor skills training policy release, planning approval, labor economic evaluation; Take the lead in formulating employment and entrepreneurship policies for college graduates, and formulate training plans and incentive policies for high-skilled talents and rural practical talents in conjunction with relevant departments; Responsible for the employment management of talents introduced in the city; Guide and supervise public employment service institutions to do a good job in various employment services.

(three) responsible for the comprehensive management of civil servants in administrative organs; Implement public personnel deployment policies and special personnel placement policies, and be responsible for personnel deployment, employment and the implementation of wages and benefits in government agencies and institutions; Organize the implementation of the national honor system and the government incentive system in conjunction with relevant departments, and comprehensively manage and organize the implementation of government incentives.

(four) responsible for guiding the reform of the personnel system of public institutions in the city, formulating the management system of personnel and staff of public institutions, organizing and implementing the allocation of human resources in public institutions, and promoting the employment and rational flow of talents on demand; To formulate the management and continuing education system for professional and technical personnel and organize its implementation; Responsible for the reform of professional title system and the establishment of professional title evaluation system for professional and technical personnel; Responsible for the selection and training of high-level professional and technical personnel.

(5) Coordinate the establishment of a social security system covering urban and rural areas. To formulate and organize the implementation of policies and standards for urban and rural social insurance and its supplementary insurance; Formulate measures for the transfer and connection of social insurance relations and supervise their implementation; To implement the social insurance policies and regulations of organs, enterprises and institutions, other social organizations and social members, and guide and supervise the social insurance agencies to do a good job in various social insurance handling work.

(six) to implement the social insurance fund management policy and supervise the management and operation of various social insurance funds; Review and approve the draft of the city's social insurance fund budget and final accounts, be responsible for formulating the city's social insurance fund's municipal overall planning policies and fund transfers, formulate the city's social insurance fund collection plan, payment management and other institutional measures and guide the implementation; Responsible for social insurance fund forecasting and early warning, formulate response plans, and maintain the overall balance of social insurance funds.

(seven) to formulate the basic policies, reform plans and development plans of unemployment insurance and organize their implementation; Responsible for unemployment control, unemployment monitoring, unemployment early warning and information guidance, formulate emergency plans, prevent and control unemployment, and maintain a stable employment situation; Formulate policies to protect the rights and interests of employees' resettlement and supervise their implementation.

(eight) to implement the provisions of the reform of the wage and income distribution system of the personnel of organs, enterprises and institutions and the welfare and retirement policies of the personnel of organs, enterprises and institutions; Establish a normal wage increase and payment guarantee mechanism for personnel of organs, enterprises and institutions; To formulate macro-control policies for the distribution of wages and income of enterprise employees, and guide and supervise the management of total wages of state-owned enterprises and the distribution of wages and income of enterprise leaders; Improve the minimum wage system and the wage payment guarantee mechanism; Participate in the selection of model workers.

(nine) to formulate the development plan of human resources market and the policy of human resources flow, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources; Guide the construction of human resources market in counties and cities.

(ten) responsible for the management of the introduction of foreign talents and intelligence in the city, and formulate policies to attract foreign experts and overseas students to work or settle in our city; Prepare the talent introduction project plan and annual plan and guide the implementation.

(eleven) to formulate resettlement plans for demobilized military cadres and organize their implementation; Responsible for the education and training of demobilized military cadres; To undertake the work of enterprises to solve difficulties and stabilize demobilized military cadres; Responsible for the management and service of demobilized military cadres who choose their own jobs.

(twelve) in conjunction with the relevant departments to formulate plans for the work of migrant workers, responsible for the implementation of policies and measures related to the work of migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(thirteen) to organize the implementation of labor security supervision, coordinate the work of workers' rights protection, and investigate and deal with major cases that infringe upon the rights and interests of workers according to law; Supervise and inspect employers to pay employees' wages in full and on time, and investigate and deal with infringement cases of arrears of employees' wages, especially those of migrant workers; Implement the minimum wage system, implement the enterprise labor contract system and the collective wage negotiation system, and implement supervision and inspection; Supervise the implementation of the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers, and standardize labor and employment behavior.

(fourteen) to formulate the city's labor and personnel mediation and arbitration system and labor relations policy, and improve the coordination mechanism of labor relations; Co-ordinate the implementation of the labor and personnel dispute arbitration system and guide the city's labor and personnel dispute arbitration work; Handle labor and personnel dispute cases according to management authority.

(fifteen) accepting petitions involving human resources and social security, and coordinating relevant departments to deal with major petitions and emergencies involving human resources and social security.

(sixteen) to undertake other tasks assigned by the municipal party committee, the municipal government and the provincial department of human resources and social security.
