First, the old and new contrast of housing purchase restriction policy

1, Guangzhou registered households: continue to implement the purchase restriction of 2 houses; Increase the requirement that Guangzhou registered adult singles can only buy 1 apartment in this city. "Adult single person" refers to a single or divorced person who has reached the age of 18.

2. Non-Guangzhou household registration: from "paying personal income tax or social insurance for more than three years in this city within five years before the date of purchase" to "paying personal income tax or social insurance for five years in this city before the date of purchase", the purchase is restricted to 1 house.

3. Conghua and Zengcheng District are not within the scope of purchase restriction.

4. Overseas institutions and individuals purchase houses. According to the Opinions on Regulating the Access and Management of Foreign Investment in the Real Estate Market and the Notice of the Ministry of Housing and Urban-Rural Development and other departments on Adjusting the Relevant Policies on Access and Management of Foreign Investment in the Real Estate Market.

Second, adjust the minimum down payment ratio of house purchase.

1. Guangzhou has no house and no loan record: the minimum down payment is 30%;

2. There is no room in Guangzhou, and there is a loan record: the minimum down payment for purchasing ordinary housing is 40%, and the minimum down payment for purchasing non-ordinary housing is 70%;

3. There is a house in Guangzhou, and there is no housing loan record or the loan has been paid off: the minimum down payment for purchasing ordinary houses is 50%, and the minimum down payment for purchasing non-ordinary houses is 70%;

4. Having a house in Guangzhou and the loan has not been paid off: the minimum down payment is 70%.

Remarks:

1. "Housing loan records" include commercial housing loans and provident fund housing loan records.

2. Non-ordinary housing is relative to ordinary housing. Non-ordinary houses refer to houses with an area of more than 144 square meters and a floor area ratio (total construction area/total land area) of less than 1, which is higher than the regional benchmark price or government guidance price.

Third, the specific implementation time of the rules.

1 day and March 17 or before, if the subscription book or purchase contract has been signed and the online signing of the purchase contract has been completed, the original policy shall prevail.

2. If the online signing of the house purchase contract was not completed on or before March 17, but the subscription book or house purchase contract has been signed and the original bank entry voucher or tax payment certificate of the house purchase price (including deposit, down payment or part of the house purchase price) can be provided, the original policy will still be implemented.
