First of all, social security was only a department of the labor bureau at first. According to the lowest county, the labor bureau is a bureau-level unit and the social security is a stock-level unit. Later, it was promoted to deputy bureau. Many cities are already a department called Labor and Social Security Bureau, but in some places there are still two independent units called Labor Bureau and Social Security Bureau. So whether it is the same place or not, there are differences in every region.

Second, they are two aspects of safeguarding the legitimate rights and interests of workers, with different starting points and complementary relations.
